I dont think theres any perticular law in the US or UK which says you cannot participate in a gambling online forum. If he isnt actually gambling himself then there is no law being broken, discussion of gambling is certainly not illegal. Even running a gambling forum if your under 18 isnt legal, as long as you yourself dont gamble or provide gambling services.
