I would recommend your local community. The hardest part is where I am at right now. I started with an complete site redesign to the local chamber of commerce. Walked in, said I created it and to take it or leave it. They took it. I didn't make any scratch off of it. But I have a great example of my work floating around on the net to show other clients. From there it has been golden.
Also, don't spend your time talking about the applications you use. That is usually a given. You do design, you know Photoshop at the very least. If you do front end web layout you know CSS. Highlight what you do, not the tools you use.
Otherwise it sounds like your a blacksmith advertising that you own a chicken.
