It is an absolutely beautiful design.
Actually, some pretty JS would work out well in his case for adding in content that would be longer than the designed background. It would also be a fantastic effect, and give people an idea that you'll go and be more creative when you've got certain restrictions given.

That page has a perfect example of how they should implement the FAQs and such within the website, rather than with some Word or PDF document. Seriously, it would be so much better that way!
