1. They accept FREE one way link submissions
2. when the PR goes up, you have your site already listed in their list
So, there's no harm in submitting sites to PR 0 directories...

One major drawback of these directories is that most of them require that your business name be included in your home pages page title. As an SEO guy this is unacceptable. I would rather use a keyword phrase. Using a business name is such a waste.
I also do not waste my time on anything that has no PR on that hope that it might improve later. I would consider that an enormous waste of effort, but then I rank # 1 and # 2 for backlinks building services. Believe me I didn't get there using 0 PR sites.
