Everyone learns differently. I learn fast by getting in over my head, and then digging my way out. If you're like me, choose a project, write down your goals, and just get to work.

If you learn better with mentorship and guidance, hooking up with a seasoned PHP developer or taking a formal course might be the quickest route for you.

Either way, Google is your friend. php.net is your friend. Use HTML-Kit or something with an integrated FTP browser so you don't waste precious time screwing with FTP - just edit on the fly off your Web server.
