I'd stay away from many of the SiteBuilder type scripts. Most of the time the templates they offer are so cheezy that your client will not be happy.
Rather than re-invent the wheel, why not look at the Content Management System such as Drupal or Wordpress. We have built hundreds of sites for clients using Wordpress for the simple fact that once we're done, the client can maintain all the content, upload pictures and create additional pages if needed.
I'm a huge Wordpress fan, and as a result, most of our clients are now Wordpress fans too. The content is 100% yours and can move to pretty much any of the hosting companies out there. SiteBuilders are often tied to hosts using that particular sitebuilder, and sometimes, depending on the host, you can't even get a backup of it!
