If you don't believe me, look at CMS400 for example, it is a cheaper CMS compared to other enterprise solutions. It can cost anywhere from $5,000 to $30,000 for a copy.

You definitely seem serious, but your budget is too low. You can expect a good programmer to cost from $40 to $80 an hour, $500 will hardly cover a full days work.
