  Old  Where to start?

I've been outsourcing the major PHP work on my client's sites to a friend/associate, but he's too busy to take a current project I have. I'm not very proficient in PHP and dynamic programming yet. I can modify existing scripts but I haven't really created anything of my own.

I really need to have the project finished by Friday and I'd like to try and do it myself. This is what I need to do in detail:

Login/Registration System
-Needs to collect and store secure information in a database
Admin Panel
-Needs to show the registree's data from the database
-Admin needs to be able to add members and their information to the database

Is there a good existing script or CMS that I can modify easily to fit this project? I've got the design work done, and I'm pretty much held up on the programming now.

If there's no way to get this done by a PHP noob I'm going to have to outsource this to someone on TF
