Did you mean to depend upon adwords completely for all your traffic. No it's not practical. thats going to be very expensive

MFA = Made For Adsense websites....

Google is going to ban only MFA sites and those sites that use the arbitrage strategy (arbitrage, buy targeted traffic from AdWords to lets say a landing page full of adsense ads and no actual informations).

There for, if you are buying traffic from AdWords but on the landing page you don't have AdSense but instead use some affiliates, than thats fine.

Apart all that, Google is not going to "ban the site" it will bane the "adsense account holders" i.e. will close the adsense accounts that use arbitrage to make money. You can read more about Google taking actions against arbitrage publisher accounts.
