Kind of. Have a look at the code for the default wordpress theme and see how the wordpress code and your html code is integrated.

I learned coding WP themes first by editing existing themes. Back then, whenever I use a WP theme, I always want to change something so I had to edit the code.

I start off with the default template and simply replace the XHTML/CSS as I need too. Sometimes you can get away with just editing the CSS also.
The wordpress Codex is of really good help though if you get stuck, it's just a matter of spliting your XHTML/CSS template in sections (header/content/sidebar/footer/comments etc) and then replacing content .e.g 'heade here" with the wordpress PHP functions, e.g. <? wp_header(); ?>

learn the basics of php so you can figure out what their code is doing. i just code my designs as static html first, then drop in the variables/loops as i need them.

webdesignerwall.com just came out with a complete serious of wordpress template tutorials, and in my opinion, the best one out there.
His way of writing the tutorial I think covers just how you described it, 'to plug it into the layout'

if you are unable to do it i can always doit for you but quote me on your asking price. but it all depends on the complexity of the design. however the said tutorials are very good and should help you out some =)

I learned by editing the default theme to see what does what. You might also want to try to edit more advance themes that deal with different plugins and scripts.
