How to change Windows Icons?

Does anyone know how to change the icons on windows all the way through,
eg. When i change 1 folder, it changes that folder only, how can i change every folders image?

I've always used iconpackager, personally.

An extra tab is put into the properties box.

And theres tons of packages already out there.

I did my desktop last night, the only custom icon is the Recycle bin.
