There probably are, just use google, i'm sure you'll find some that meet your match, but i'd suggest paying a little bit more for hosting, as when the time comes your service is interupted by whatever means, when you start screaming their service is pants, just take notice how much it actually cost, so pay for quality, and $1 isn't quality.
However, Nixism.com are running a promotion at the moment where your first month is $1, or you could try my service EarnersHost.com, or many more, or check out http://www.acehosts.com for a whole list of reviews on pricing.
All the best

Be careful with cheap hosts, you get what you pay for. But if quality isn't what your after, just google "$1 hosting" and pick the first result.

Don't go for cheap hosting you will get rubbish service and you will probably be down a lot. They will also probably oversell which is not always good.

As people have already said, you pay for what you get. Look for quality if you are serious about your websites.
