VBulletin is not free?
Amongst those forum software, the most popular ones I know are VBulletin, SMF and phpBB. I want to create a forum for supporting my website presence on the net using VBulletin. But I cannot find it in cPanel (Fantastico). There are only SMF and phpBB available. Is VBulletin a paid software? Where can I get it from?

Amazes me how people don't use Google to find answers first.
But, Hakem has answeared your question.
If you are going for free, your best bet would be PHPbb, as you stated.

Could always try out MyBB. Free, detail orientated but the skin is also easy to be customized alongside with mods for it.
If I didn't have an IPB license, I'd be using MyBB.

They might have assumed it was a subdivision of phpBB or something, I've encountered several people who have thought that so it's still a decent question despite Google being able to easily find the answer.
Anyway, if you still haven't decided on which free alternative to use, give MyBB a shot as someone else suggested. It has a much better administrator panel than phpBB and while it doesn't have as many mods/themes, most of the popular mods are available for it and there's still a handful of nice free themes if you're not much of a skinner.

i know as fresource phpbb is most popular but i am in love with mybb..really something special with its decent look.
