Media CMS Type Script

I was wondering what type of script is used to operate this types of sites. I'm pretty sure is a CMS but is it custom? Is there one specific type that many use? Could Joomla be used to do it? What would the cost of one range at?

Many are custom made, but you should look into Ryan Amos's www.humorsoftware.com - I've used it personally, and it works great.
