Need a Quote

I am starting a new project and I need a quote on how much my new project will cost..

This one is small.. but its similar to a traffic exchange thing.. but a different kind..

It would consist of people signing up, being able to refer people, and earning points for doing something.

Then on a page it shows members with top points earned, and also.. will tell more via PM.

giving some type of outline to the project would help. But I can safely say you wont get a good programmer on a large project for $250.

Please post further information about this project without revealing its core, if in fact it is a unique idea. This will give me and any other coder an incentive to take the time to visualise the project and provide you with a quote.
