I have a .gif file and it says "sorry animated images are not aloud" or something along those lines. :S

You may not upload animated images.
I've tried uploading the image from my computer and linking to it on the web. Same error each time...

I am pretty sure it's because he was a mod, I am not positive though.

They would of had a animated avatar's before the mod/setting was applied.
