Even though if I will lose because of this rule, I think this rule should be used unless the template is unable to code with hack. It'll be fun learning new things while competing.

This isn't a very well thought out idea. What are the qualifications of the judges? How do they actually know what's best? You'd need a best practices document to guide the judging, and it'd need to be a mile long.
I've no interest in competing, but I'd judge if needed, assuming I can develop the judging criteria.
