Yes, there are many companies that will pay you for pop ups. I just did a quick google and found this one http://www.popupmoney.com.

I don't think the DHTML layered ones can be stopped. The Firefox can stop the pop up windows launched (using client side scripts) if they with out user request.

The pop under ones would be a better option
