 php builder like dreamweaver
Is there any software that is similar to dreamweaver for html. I need to know about a software where i can create php pages without any programming language.

How about... erm... Dreamweaver? 
Do you have any specific requirements (free? open source? under $200? needs code autocomplete, highlighting, smiley faces?) that any software might need?

There are tons of WYSIWIGs out there, just use google and pick the first one since the code they produce are all trash.

Oh. Thats impossible, there is no such thing. There are programs like RPG maker for simple computer games. But you will find that the programming community doesn't see that as programming, they see it as a kids toy.

Since PHP is a programming language, it's a bit difficult to write a program without knowing a bit about programming...

Just like Dr. John said...PHP is a programming language...you need to actually program. Where as HTML is a markup language that basically formats elements and is purely cosmetic.
If you are looking for a really good PHP IDE, I would look up phpDesigner 2008. Well worth the money, absolutely amazing piece of software that makes programming tons more faster.

Using ZendStudio for developing php application. But yes, you need to know php programming, no way to create scripts etc without any knowledges.
