How do you handle clients asking for a discount?
Has anyone ever been confronted with a client asking for a discount for no reason at all? I've had this happen to me a few times (small work like banners) now there is barely any money to be made in such small design work and when someone asks for money off it really does frustrate me!
Has this ever happened to you? What's your response?

if they deserve a discount (family / special circumstance / non-profit) they won't have to ask for it.

Exactly. Especially for smaller projects like banners and the such; usually projects like that are already on the edge of the cut-off point between how much is charged versus how much time it takes that somebody asking for a discount for no reason at all should know better.

You should always consider the possibility of giving discounts, say 10% of a $30 banner is only $3, it's not much to you to lose and could get you a lot more repeat sales if done properly. I know you are operating on low margins with small jobs but you should always consider discounts to the right people.

Then you have to deal with the fact that regular clients might get wind of the discounts and wonder why you haven't been passing savings down to their loyal pay.

Exactly. You tell them that your normal price is higher then what it really is, and you are giving them a discount already. That should make them happy

Easy, if the want a pre made item which has been set at a fixed price I tell them "piss off and don't waste my time" and if they are looking for my services on a discount I make sure payment details are well and confirmed before I commence. I don't do down payments.
