that's the hookah, used to smoke shisha (small amount of tobbacco, and molases) using a hot coal. 
shisha comes in various flavours, my favourite is the apple.
I have a small hookah, but I've ran out of shisha

No it's not weed. It's fruit tobacco smoked through a pipe, cooled by water.
I just got a four-pipe hookah, nearly a metre high. It's pretty awesome. Really great when you've got friends round, very enjoyable and social.
People that don't know what it is: don't be under the illusion that it is a drug. You don't get any sort of rush from it, it's just fruit-flavoured smoke.
