I think the best way to get back links is to write quality content, so people will link to it.
Other way is article marketing, submit your articles in article directories.

Post quality comments on quality related blogs, just be sure that the blog is do follow. If you can find high PR blog much better.

Do blog comment, forum posting, article submission, social bookmarking for getting more backlinks.

You can get free backlinks from forum signatures, blog comments, link exchanges and a whole bunch of other ways.
That's where you should start off though.

Do article submission, social bookmarking, press release.
Use your targeted keyword as the anchor text of the url.

Let me summarize the steps to get backlinks as follows:
1. write good content so that people would refer to it in their own blogs or in their emails to friends, maybe even in Facebook
2. leave comments in related blogs -- make sure you indicate your website address in the indicated field
3. embed Facebook "Like" buttons on your posts so that everytime someone clicks "Like" you immediately get a backlink that appears in the person's Facebook News Feed
4. advertise in classified ads, participate in forums, etc.
5. last resort --- buy backlinks (not recommended, but proceed at your option)

You can work on social bookmarking websites where they have different hidden ways to get the dofollow back links from these big trusted websites.

The trick is to create a link bait. You do something awesome, write something out of the box and everyone starts linking to you. That's the basic idea about getting links I guess.
