Correct me if I'm wrong, but isnt' 2400 the equivalent 12:00 AM
So, if it were 2400 on the 15th of November.. aren't we well over due?

Or did you mean 23h59m59s on November 15th.

He meant 24:00 on November 15th (equal to 00:00 of the 16th). The meaning is midnight at the end of the 15th/start of the 16th and that makes a little under 6 hours to go. I thought 24:00 was in common use to depict the very end of a day; I guess it's not so common.

So, if anyone else would like to make a submission then they better be quick!
