First of all, do you want to learn ruby or ruby on rails because ruby on rails is a framework for Ruby.

If ruby, you should download ruby to your computer, install it and run it.
http://www.ruby-lang.org/en/downloads/

You can also use the web browser based environment located here:
http://tryruby.hobix.com/

For ruby on rails, please refer to www.rubyonrails.org

Rails comes with a nifty script that gives you a ruby console, with which you can interact with your models. Also, rails comes with a little server that you can run when you want to preview how your app will look to the outside world.

So, if you follow one of the trillion guides out there that teach you how to set up rails, you'll be playing with Ruby, and Rails, in no time.

Yup. Instant rails is super easy to install and configure. I highly suggest doing that. Even for windows it's not bad.
