I have a link on a site I created that is ranking higher than my site on google?!?!?! What gives?

It is not a rule or any mandatory policy that whatever site you created has lower PR than your own site. It depend on individual working and maybe your own site has lower backlinks compare to created one or does not have quality backlinks. PR depends on so many things not only on Backlinks. So analyze some competitive factors of your own site and created one site.

I guess you are talking about the website that you are either placed as an advertisement on your website or exchanged link with it. The reason behind its high PR is, that website may have the number of backlinks more than your site. Its simple; no need to get confused.

I don't seem to understand your inquiry 100% but in as far as my understanding goes, it is very good to have a link on another website that is far much higher than yours.
