question from an end user

Hi,

I am not a freelancer, but I found this site through webhostingtalk. Which section am I allow to post asking for advise about picking and choosing right tasks or the right person(s) for the jobs?

I know that this is an experts/insiders' forum, but I think there should be a section for potential customers to ask questions.

BTW, I am planning on redesigning my site and my don't know if I should get a new logo first and design around the logo or vice versa. Also, is it better to separately hire a designer for the layout/template and another for programming the site?
