No, not necessarily. When I was 16 (currently 17) I managed to pick up a few local clients. You just have to prove to them that you know what you are doing, and that you can provide the skills they need to expand their business. Would it be easier for an older guy to get the client? Yes, but is it impossible for a high school kid to get the client? No.
