For one, site flipping is not for everyone. Nor are shares. I know people who've lost a whole lota sum doing so.
I worked on a similar request from a client with about $2500 in his account and him having no idea what to do with it. I prepared a 5 point plan for him.
Here's something related to what we did - this might help you.

Pay up all your web dues
This is important! When the mention is of "web" dues. It includes hosting, domain renewals, developer dues etc.

Think up an idea
Ideas are free, Idea are great. Before we began a project, I referred him to Steve Poland's blog. Steve Poland is a serial entrepreneur and his blog is flowing with web startup ideas. I read it very often and you should check his blog archive -

Plan out the idea
Together we chose an idea which could be executed at his budget and planned it on the drawing board.

Begin Execution
Execution includes development of the projects, putting it online, pre-launch marketing, full-on marketing. Our breakdown was $1200 for the development + $200 for multiple pre-launch Press releases + $50 for a customised post in about 10 forums for the niche (Customised postings are where promotion is done after joining the forum and taking permission of the forum admin) + $150 for buying pre-launch blog posts (We avoided the reviewmes and the payperposts & direct contact with the blogger was established) + $150 towards the server + $700 towards full-on marketing (included directory listings, SEO, Social network marketing, banner advertising) = $2450

Follow-up
Follow up on a project is important and keeping it alive without regular dosage of interaction with your users + maintenance is important.

The project today steadily makes $50-$55 daily. And has already recovered the investment after 5 months. Note that this wasn't some kind of a web 2.0 app or anything. It was a rational and traditional website.

I have no idea about or your regular developer but I personally prefer using
project-pier with all my clients. It's a great Project Management Software and helps me update my client as well as my client update me on developments on his site.
