There's no BEST site, but one that I had looked at many years ago was www.htmlgoodies.com and www.webmonkey.com. Both of the sites have been bought out over the years and have completely different layouts (just looked at them right now), but I remember both of those provided a wealth of information.

I found http://www.w3schools.com/ a good site when starting out on HTML but the best place is google.

Start learn and as you get stuck just do a search on google and am sure you will find what your looking for.

Or you could always post on forums like this with a problem.
