Bartek,
If you are seeking business relation, Remember your every interaction is client engagement. Which means you can get your clients anywhere and everywhere if you have the right spirit and approach.

I got my first freelance client through Some Un expected conversation in the train. So keep looking.

Most Important where ever you have seen your client or met, Get the contract signed before you commit. I realised the pain of not having a contract is your 200% possibility of loosing the money you earned.

Forum posting and communication is one great start, and SEO for a website if you have one.

Just get your name out there!

Bartek

What do you do?
Who needs the products or services you provide?
Where do the people likely to hire you "hang out"?
Why should they hire you and not someone else?
How will you demonstrate to them that they should hire you and not someone else?

That's the first set of questions you need to answer.

I had hope that there will be more answers .
Could You provide me more info ?

1. I think that I can get clients / a lot of clients from forums like this , just offering my services - is this true ?

2.Every time I put my services offer on TalkFreelance I get about 2 - 3 clients per month . Do You guys got the same issue ?

Any advices ?

Bartek

I would recommend you search on Google and other search engines for forums related to the market you are trying to reach.

Example. I run a web hosting company so I advertise on forums the are in the market for web hosting, hosting services, dedicated servers, VPS Servers.

A couple of the forums are setup to autopost your ads to their twitter and or facebook feeds and to their followers.

I also use my personal and companies profiles on popular social networks like Goolgle Plus/Twitter/Facebook.

Use your status updates on your Skype Profile.
Word of mouth.
