HTML and CSS aren't programming languages.

I've merged the General Discussion thread into this one, no need to cross post.

Don't give a laundry list of everything you do with an x/10 classification, at most they will simple want a list of technologies you use (I have mine seperated into programming [which I include HTML and XML in], database/server software and general software). Try looking at resume templates.

Remember that the goal of your resume is to give a quick summary of what you do. Resumes get written off in less than five seconds by most HR people, if you don't get their attention that quick you're gone. A former tech recruiter (15 years experience) told us not even to include a objective, just your education, skills and education. They'll get to know you on the interview after they think you have the skills. She also said that anything on the second page probably isn't going to get read at first, they will have decided which pile it goes in before that.

But if I am not an expert at one language or another, should I mention it at all? I don't want to oversell myself and not meet their expectations.

A 1-10 scale is extremely subjective. They can get a good feel for you in the interview.

You should put more work into your actual experience - what you achieve as opposed to just listing your skills. Skills don't help - experience does. They are a track record of what you've done in practice and not just theory.
