Xhtml/Css (Strict) and PHP/MYSQL CMS NEEDED!

Ok, well I need alot of work done via a php CMS, now I could do this myself however I work 6 days a week until 8 pm some nights so not much is accomplished so I would rather pay for it to be done quickly!

Secondly I need an entire CMS created from scratch or coded previously is fine, so long as I see it first and it suits what I need.

It must have a
-- skin system
-- page adding and changing system (to change text on pages)
for example about us page change it or add a page
-- must be able to add plans to any of the pages with plans on them
-- billing system
-- ticket system
-- admin backend coded to look nice
