I think that would be my point of view becuase thats how they do it? Isn't there only one point of view when it comes to how do they do that?
They were probably sent back items or items that did not have all the contents in the box and then sent back, damaged in some form... stuff like that.

Even the OEM version... $550 savings on photoshop CS sound to good to be true, and if not I ahve been shopping at the wrong place!

Yeah I thought the same thing, but you can get all those programs for that cheap in ebay as well.

That is the student's versions though and from what I know they are for study purposes only not for business? Secondly you have to enter your student ID etc. which probably only works for US (I haven't checked this but just guessing).

Well, you do have to be a student/teacher. But what they sell isn't all student versions. None of it is except MS Office Student Edition as far as I know... but the do have the normal version I think

Personally, it looks too good to be true and it usually is. Your best bet is to buy from ebay if you can't afford the retail version.
