I have to disagree; spam, is an unwanted message. If someone posts in the Members Introductions forum (even to increase their post count), they're welcoming new members and thus wouldn't be spam. This would/could also build them a reputation (as you mentioned) of being a friendly person.
There are augments for both sides: people shouldn't post in the Members Introduction forums (or anywhere else) to increase their post count. They should do so because they want to welcome the new members.
But personally, I think it's fine as it is.
