The big names are hostgator, godaddy, bluehost etc. All these are very reliable and have great customer support.
I have tried hostgator and goaddy and have no complaints against them. Remember to use coupons to lower the value of a hosting plan further.

I've had good experience with WiredTree. You may want to try.
Hostgator is good too. But I stick with WiredTree.
Cheers,

Hosting is like any other business: you get what you pay for. Go with cheap hosting and you will get cheap service, there are no exceptions to this. I am with Liquidweb, not the cheapest but their service is second to none. My average ticket response time is <10min even for subjects that require an admin.

I don't agree with the information above people has discussed, there are plenty of behind the scenes that are not shown to client..So i would rather say once again rethink ...

Don't talk about "best anything". It is virtually impossible to define who's best in any certain niche in the web hosting market. There are some very popular, strong brands, who lead the industry, but they also might not work good for many site owners and dot-com businesses.
A much better approach is to come up with a list of requirements and based on it to compare service providers

You will find many Hosting providers who advertise that they are reliable enough and they provide Managed Hosting services. You should check the customer reviews on different forums and websites before selecting any Hosting provider otherwise you will find yourself in a big mess if you choose a wrong provider. If the hosting provider advertises that he offers 24X7 Technical support, you should check their level of management by initiating a Live chat, call them or mail them in Midnight or in weekends. If you get a positive reply from them, you can consider them as reliable and opt for their hosting services. You should check if the hosting provider has any moneyback guarantee or not if you are not satisfied with his services, so you can be sure enough that you will get your money back if you are not satisfied. SLA and TOS should also be checked before signing up.

There is no best host ever, there is only the best hosting provider for your specific needs and budget.
Compare many different options and also check their signs of reliability.

Try godaddy, hostgator. These hosts provide specific needs within budget.
