You should make this design 1024x768 compatible (without horizontal scrollbar). It shouldn't be so hard. Like why keep the margin (about 15px from what I see) when the design doesn't fit in the window, it's a waste of space. Just those two margins could maybe remove the scrollbar on 1024x768.
Otherwise, the design is nice not too special, but it has it's style and it is consistent, so good job.

The width can't be shortened because of the ad in the header.

As I said, you have some useless margins on the left and right of the design, they could be removed so it fits in 1024x768. Also, the newsletter sign-up box could be reduced in size or placed elsewhere.

Who uses 1024x768 anymore? haha, Im sure some do.. but they should really get with the times and run a larger resolution..

I thought it looked odd and broken the first time I viewed it but then after reading comments here I found that there as really supposed to be an ad that doesn't show up in the ad box. It is strange, ever since I installed firefox 1.5 alot of ads don't show up or will display a box saying unable to connect. Clicking on the ads' link will almost always send me to a page saying unable to connect also.

Design looks great, I agree with making it 1024x768 compatible. Most people use that I guess..not me tough

I like your idea, but I think you should rethink why we should visit a forum like the one you have.... The forums (general chat, design offers/requests) you have are honestly no different then what TF has. When I think "talkvb" I think vbulletin coding, skinning, and support. I think a place; I the designer can go and talk all about skinning. I would be really nice if the community was targeted more towards skinners. Vbulletin.org already covers hacks better then any forum can, and ever will.
You have a nice skin, but your ads are overpowering. Also, you changed so many icons, but yet you left the stock who is online icons...
Don't get me wrong, I am not a basher, I am just trying to help you improve.

Well, I don't think the target audience is only designers, so other people may not have higher resolution monitors.

A lot of people have 1024x768 resolution. A lot more than people with a higher resolution anyway.

The design looks good apart from minor usability issues, which I'm sure you're working on.
