What to do when staff your relying on don't cooperate?

I'd say, give him a final warning, if he still carries on then give him his marching orders but as the others have said, it's not a paying job so you can't expect him to be on time with everything.
If you feel his not doing a good enough job, then get rid of him and get someone you can rely on.
