do you want to burn it so that you can play it on a dvd player, or do you just wanna burn the file to the disc?

DVDs are MPEG2, VCDs are MPEG1. Whichever you choose, you'll need to convert it with some software. Very few DVD Players will allow you to just burn a .avi as a data CD and play it.
Actually, if you have Nero you can just choose CD> Super VideoCD, and Nero will convert it for you. DVD> DVD-Video requires it to already be in the correct format.

you need to convert the .avi file into the dvd format files (.vob i think)

u can do this with a program called WinAVI. its a good program and can convert almost any video file type into another. mpg to avi, ram, dvd, etc and vice versa

after it converts to the dvd format files, i just burn it on a disc using Nero. go to burn DVD Video Files then just drag the files inside VIDEO_TS into the VIDEO_TS on nero and start burning
