Really depends on how long he is going over the time. If he isn't getting paid for something - he's hardly going to put it top priority.

Well he said he needed a week to do something, I gave him the week, 4 days later, he hadn't started meaning it was 4 days late...

Can you call him? E-mail and IM are fine but I think actually talking to the person is better. If you do have to communicate then I guess I would maybe go the IM route so that it is real time.

I would tell the person look "Joe" I understand that you are busy with your own projects but the work needed from you on my project is also important to me. I understand that it may not be a priority and can respect that, however, I think I am going to have to go a different direction with someone else. I certainly admire your talent, but the missed deadlines are causing problems and I need to make sure everything stays on track. Hopefully in the future there will be another project or site that we can work together on.

But that is just my .02.
