Hmmm Don't Know What to Do...

What should happen.

Lets say I've created a site design for an individual. At first the client wasn't a big fan of the design so i told him multiple times "tell me what you wish to have changed and i'll change it to your liking"

I've spent over 20 hours working on the site and hes decided to not pay any money for my work at all. What should i do? Should he still pay a small portion to cover my time on the project. This has never happen to me so i really don't know what to do.
