Video Website Script?

I remember seeing a few of those sites that had turnkey scripts for download (mostly free). I cannot find these websites now and am wondering if any of you can help. I'm looking for a script (preferably free) that has a video website set up that allows only the owner to upload videos or put in embedded videos (members can comment and what not). I am NOT looking for a youtube type script in which the members put up their own videos, but instead members could submit them and they be put up by the owner, or just the owner could do it himself.

I know its out there, just don't know where to look...
