i've applied an url shortener for google adsence but they refused me.

how come they refuse me, and how can i get them accept me?

Because your site has no content. Get a site together with good content, apply to AdSense with that site, then once you are approved, you can start placing AdSense on sites like that. I think they are becoming more aware of sites that run their ads with now content, and are not only disapproving those applying with such sites, but also banning those who continue to run AdSense on non content pages.

I have to agree, your site needs a lot more content and there shouldn't be any pages under construction.. did adsense send you a list of improvements you could apply to your site? They did the first time they rejected my site.. but I made the changes and re-submitted and got approved without a problem.
