The main SEO I do on my sites is link exchanging. I simply search for a few days a month for sites that contains the same information as mine (useful for visitors) and then send them a polite email asking if they would like to exchange links. Google penalizes you if it notices a sudden increase in site links and will automatically think your spamming. So keep exchanging links low, i.e a few links every week.
