Practice Practice Practice.
Also, look at galleries such as CSS Mania and you can pick up techniques etc, play about on photoshop.

First, have a concept. If you don't have a concept, then your design won't have any meanings. Then practice, practice and practice.

that weekly goal of yours, it's not based on incomes from web design, is it? Cos if your weekly income is that great, you won't need to get better at web design :P

I didnt have a formal way of doing it. I didnt set any goals, I just played around with PHotoshop. I guess what really started me off was just hanging around in forums and designing sigs for myself. I then moved onto designing layouts and it all went from there

I self taught everything I knew about graphics design through tutorials available on the internet. My main resources were from good-tutorials.com and tutorialized.com

Yeps, same with me...used to do sig battles on forums, learnt from tutorials how to make cool effects/backgrounds etc. Then I realised there is much more demand/money involved in web design.
The more design work you look at and figure out how techniques are achieved, the easier it will be, so browse around at layouts and spot design trends, then play around and try them yourself
