I go with cookie... http://www.w3schools.com/ is a Great place to start with especially for beginners.
First you've to learn what HTML is then get to know CSS and try to apply the CSS to the HTML...
I suppose you have good knowledge of S/W like Photoshop

When I am trying to learn something I find it helpful to take an example and then work on editing myself to how I want it.

Reading tutorials is a great way, or maybe reading books...

At www.knowfree.net you can download free e-books. I downloaded a CSS one and it's really good, you should check it out.. I can't remember the name now...
