Need a new way to charge customers .. help!

ok right now i charge as follows for my services:
$300-400 for graphic design
$25-35 per/page for layout and coding (50 for home page)
$x for all special programming features

the main problem i run into is people trying to cut down on the number of pages to lower cost .. i tried to charge per/hour but that seems to lead to unhappy customers as some people think you drag it out

so i'm looking for a more efficient way to suck as much money as possible out of the client without making the project sound too expensive when i pitch it to them
any advice?
