[Need] expert XHTML & CSS coder for complicated design

Hey Coders,

I have a 1-page design in .PSD format. I need it to be taken from .PSD and coded into validating XHTML & CSS.

I need this done within 4-5 days and I will be willing to offer over $100.00 USD depending upon your experience, timeframe, and coding style.

The design must render correctly in all five major browsers: Internet Explorer 6, Internet Explorer 7, FireFox, Opera, and Netscape.

The issue is the requirement of double backgrounds with repeating scanlines, and gradient shadows.

I have done a quick mock-up provided here: http://www.quizcoast.com/ but it does not resize correctly in IE6, and I believe falls flat on its face in IE7.
