How can someone launch a SEO contest? How do you pick the winner? What results can you measure in order to pick a winner?

Could launch a contest by asking the contestants to target a keyword / group and whoever is ranked highest in the SE after a period of time is the winner.

Thats pretty much the standard method. - usually the keyword is one which is not targetted ( or made up ) so everyone starts from an even footing.
