Types of Websites and Businesses that are ineligible for winning The Best Idea Award (TBIA) are as follows:

Any website with unoriginal material (i.e. templates) or unwholesome content (such as pornography or hate-speech) are not eligible for The Best Idea Award. In particular note that your website or business should not promote: pornography, hacking, warez, racism, cults, witchcraft, sexism, religious prejudice or any other forms of hatred. This above list is not exclusive and we reserve the right to disqualify any entry for any reason.

Protection of Intellectual Property

By submitting your entry, you are attesting that you have the necessary authorization to use the images, audio, text and other content contained therein. DO NOT enter your site if you are in violation, or uncertain of your rights to, any copyrights, patents, trademarks or other intellectual property.

also it says entries can be confidential but will the winning idea be made public?

(btw seems like a great idea for a contest)
