Not really mate. As someone already said it stands for Content Management System. Its intended use is yo allow clients to update certain content without any more knowledge required other than using an interface that looks a lot like MS Word.

A CMS needs no addition coding, and requires even the 3 year olds to be able to operate.

Well, yeah, but you need to know where to place everything, using the HTML, so it allows the same amount of content.
